12.1.1 Overview

To establish eligibility, determine priority of service, identify barriers to employment, and report accurate participant data to the Department of Workforce Development Division of Employment and Training (DWD-DET) and the United States Department of Labor (DOL), WIOA Title I-B career planners must complete a detailed registration process for each individual expressing interest in accessing services1 and must maintain additional documentation throughout the entirety of each individual's program episode, including:

  • date of program entry,2
  • service-related documentation,3
  • date of program exit,4
  • documentation related to primary indicators of performance,5 and
  • documentation related to mandatory follow-up.6

As recipients of WIOA Title I-B funds, DWD-DET and the local Workforce Development Boards (WDBs) are required to maintain and report accurate program and financial information7 and to verify the accuracy, validity, and reliability of data by conducting data validation.8

This chapter lists types of documentation that are acceptable to establish eligibility and verify other participant data collected to complete registration in the WIOA Title I-B Adult Program, Dislocated Worker Program, and Youth Program, as well as other required and recommended documentation for related service delivery and primary indicators of performance.




Registration

The process for collecting information to support a determination of eligibility. This information may be collected through methods that include electronic data transfer, personal interview, or an individual's application. (20 CFR § 680.110)



Eligibility Determination

Effective date: July 26, 2019

DWD-DET defines eligibility determination as applying the information collected during program registration to the eligibility criteria to see if the individual is eligible for the program.
