11.15 Title I Services
Effective date: August 7, 2017
WIOA Adult and Dislocated Worker Services and Youth Program Element lists may experience
additions, subtractions and other updates. Up to date services and program elements and its
impact on performance will be maintained in the annual Performance Technical Assistance Guide (TAG).
Typically, for Title I programs, services impact WIOA indicators of performance in the following manners.
Adult and Dislocated Worker Program
Basic Career Self Services: Does not trigger nor extend participation
Basic Career Staff Assisted Services: Triggers participation (some exceptions)
Individualized Career Services: Triggers Participation
Support Services: Does not trigger nor extend participation
Training Services: Triggers participation, triggers entry into Credential Attainment Rate* and Measurable Skill Gain Rate.
* Exceptions: On-the-Job Training and Customized Training do not trigger entry into the Credential Attainment Rate.
Youth Services
Objective Assessment, Individual Service Strategy, Eligibility Determination:
Does not trigger nor extend participation
Program Elements: Triggers participation
Program Elements that are specified as training/education: Triggers participation
and entry into the Credential Attainment Rate and Measurable Skill Gain Rate.
Partner Programs Services (YouthBuild, Job Corps, Title II Adult Education,
Non-WIOA Secondary Education and Non-WIOA Postsecondary Education): Triggers entry into the
Credential Attainment Rate and Measurable Skill Gain. These services do not trigger nor extend
WIOA program participation.
