DVR Service Provider Agreement Renewal Timeline & Agreement Prerequisites

Approximate Timeline:

  1. March 9-April 15, 2026: Complete Agreement prerequisites and DVR Service Provider Portal updates (Agreement Prerequisites included below**).

    DEADLINE: Agreement Prerequisites and Portal Updates must be completed by April 15, 2026.

    NOTE: You will not be submitting a new service agreement during this initial period. The Add New Service Agreement Button (Agreement Page) will be inactive until May 1, 2026.

  2. April 16-30, 2026: DVR reviews portal accounts to verify Agreement prerequisites and portal updates are completed.
  3. May 1-May 15, 2026: Add New Agreement button is activated. Service Providers complete and submit a new Agreement through the DVR Service Provider Portal (Agreement Page).

    DEADLINE: Service Providers must submit a new service agreement via the Service Provider Portal by May 15, 2026.

  4. May 16-June 30, 2026: DVR reviews and approves Agreements. The Service Provider Main Contact will be notified by email when the Agreement is approved for the 2026-2028 term.
  5. July 1, 2026: New Agreement term begins and is in effect through June 30, 2028.

**Agreement Prerequisites: Due by April, 15, 2026

  1. Criminal Background Checks (CBC):
    1. Service Providers must obtain a criminal history search from the Wisconsin Department of Justice for all Service Provider Personnel and/or Subcontractors.
    2. For Non-Wisconsin residents (current or within the last 5 years), Service Providers should obtain from any state or other United States jurisdiction in which those persons are residents or were residents, a criminal history search substantially similar to the search conducted by the Wisconsin Department of Justice.
    3. Information on how to obtain a criminal history search from the records maintained by the Wisconsin Department of Justice is available at: Wisconsin Department of Justice Criminal Background Checks.
    4. Service Providers must also review the Wisconsin Sex Offender Registry for all Service Provider Personnel or Subcontractors: SORT: home.
    5. Service Providers are not required to send copies of CBC reports to DVR if the reports contain no findings.
    6. If a CBC report contains a criminal conviction, Service Providers must determine whether a crime is considered substantially related, per DVR’s Criminal Background Check Policy. A copy of the report should be sent to the DVR Contract Specialist.
    7. Service Providers must keep all criminal background checks on file for three (3) years from the Agreement end date.
  2. Ethics Training Requirement:
    1. Personnel and/or Subcontractors listed in the DVR Service Provider Portal must complete an Ethics training every five years. For example, an active personnel or subcontractor with a current Ethics training completion date of 04/15/2021 or older, will be required to complete a new Ethics training.
    2. Service Providers must ensure that each personnel's and/or subcontractor's Ethics training completion date remains in compliance throughout the Agreement term.

  3. IT Security Awareness Training:
    1. The 2024 training will be required for all personnel and/or subcontractors (an updated training may be required later this year).
    2. All personnel and/or subcontractors must have an IT Security Awareness training completion date within the 2026 calendar year.
    3. The training is available at 2024 DVR External Partner Training.
  4. DVR Statewide Service Provider Training:
    1. No action is required at this time for existing personnel and/or subcontractors. New personnel and/or subcontractors added to your DVR Service Provider Portal Account should continue to review the DVR Technical Specifications for each of the DVR Statewide Services they will provide to DVR consumers.
    2. The 2026-2028 DVR Technical Specifications will be available later this spring. The updated technical specification requirements will apply to all services and reporting provided under the 2026-2028 Agreement.
