7.8.2 Wisconsin's Procedures

Effective date: September 2, 2019

Wisconsin's Bureau of Apprenticeship Standards (BAS), within DWD-DET, is the registration agency for registered apprenticeship programs within the state. DWD-DET's Bureau of Workforce Training (BWT) is responsible for the oversight of WIOA, including the ETPL.

Notice to Sponsors

DWD-DET's BAS and BWT will work in coordination to inform all registered apprenticeship program sponsors within the state of their automatic ETPL eligibility privileges and the process they must follow to have their programs added to the published ETPL website. This will be accomplished through annual email and/or hardcopy notices to all registered apprenticeship program sponsors and quarterly email and/or hardcopy notices to sponsors of any newly added programs from the prior quarter.

Sponsor Consent

Sponsors can consent to have their programs added to the published ETPL website by either:

  1. completing and submitting an Institution Application through the ETPL Provider Portal and selecting "Registered Apprenticeship" from the "Institution Type" dropdown and responding to a confirmation email;

    or
  2. sending an email to DETETPL@dwd.wisconsin.gov with the name of the program the sponsor would like added to the ETPL.

    Note: If DWD-DET BWT receives an Institution Application through the ETPL Provider Portal, it will contact the sponsor via email to request the name of the program and confirm that the sponsor consents to have the program added to the published ETPL website.

Program Verification

Once DWD-DET BWT receives the sponsor's consent to add a program to the ETPL, BWT must (1) verify with BAS that the identified program is registered and (2) verify that the sponsor and, if applicable, the provider(s) of the classroom component, are not suspended or debarred from participating in federal programs or activities.1 Only programs that meet both criteria may be added to the published ETPL website as registered apprenticeship programs. If the program cannot be added, BWT will notify the sponsor of the reason(s) the program is ineligible. If the program is registered but is precluded from participating in federal programs or activities, BWT will also notify BAS.

Publishing Program Information

DWD-DET will publish the following information for registered apprenticeship programs that are included on the published ETPL website:

Program description
Site name and address for the training program (city, state, and 5-digit zip code)
Point of contact for the training program and the individual's contact information
Name of credential received for completion of the training program
Length of the training program
Name of the provider for the classroom component, if applicable
On-the-job Training wage during the apprenticeship
Program-level eligibility criteria (if applicable)
Total number of apprentices who have enrolled
Total number of apprentices who have completed the program

All information, except the program-level eligibility criteria, is already on file with BAS. BWT will use that information for purposes of publishing program information to the ETPL website. BWT will contact the sponsor to request information about any eligibility criteria participants must meet to join the registered apprenticeship program and, if identified, BWT will also publish that information on the ETPL website.

Continued Eligibility

Each year, between July 1 and August 31, DWD-DET BWT will review all registered apprenticeship programs on the published ETPL website to ensure:

  1. the program is still registered with BAS;2

    and
  2. the sponsor and any provider(s) of the classroom component are not suspended or debarred from participating in federal programs or activities.3

    Note: When reviewing registered apprenticeship programs for continued eligibility, BWT will refer to the information on file with BAS to ensure that the current provider(s) of the classroom component is evaluated with respect to 2., above.

Registered apprenticeship programs that satisfy these two requirements will be maintained on the published ETPL website. If the program fails to meet either of the two requirements, it will be removed from the website.

The other continued eligibility criteria, outlined in 7.4.5, do not apply to registered apprenticeship programs.

During the continued eligibility review period, BWT will review the information for all registered apprenticeship programs on the published ETPL website and ensure that it is updated to reflect any changes to the information on file with BAS.

Removal from the ETPL

DWD-DET removes registered apprenticeship programs from the ETPL website when:

  1. the program sponsor notifies DWD-DET and requests that the registered apprenticeship program be removed;
  2. the program loses its "registered status;"
  3. the sponsor and/or any provider(s) of the classroom component commits a substantial violation;

    OR
  4. the sponsor and/or any provider of the classroom component of the program becomes suspended or debarred from participating in federal programs or activities.

If a registered apprenticeship program is removed for a reason other than the sponsor's request to be removed, DWD-DET will notify the sponsor and BAS of the action.
