The Wisconsin Department of Workforce Development – Division of Employment and Training (DWD-DET) is in the process of transitioning its Eligible Training Program List (ETPL), which includes both policy and website changes.
Starting September 2, 2019, DWD-DET is accepting applications through its new ETPL Provider Portal and making eligibility determinations using Wisconsin's newly established Initial Eligibility Procedure. Only programs found eligible through this new process will be published on Wisconsin's new ETPL website, which is scheduled to launch December 2, 2019. DWD-DET will continue to use the current ETPL/ITA website until the new and enhanced ETPL website is launched. Once the new ETPL website is launched, the current ETPL/ITA website will be shut down.
Institutions seeking to add new training programs to the ETPL between now and December 1, 2019, are strongly encouraged to only apply through the ETPL Provider Portal. While institutions may choose to submit an application to a local WDB using the current process, they will also need to apply through the ETPL Provider Portal if they want the training program included on the new ETPL website going forward.
The ETPL Provider Portal is accessed through JobCenterofWisconsin.com by clicking on the "Education & Training" link with the mortarboard icon, located on the bottom of the homepage. Clicking the "Training Institution" button will then navigate the user to the ETPL Homepage for Training Institutions. The "Help" link, on the ETPL Homepage for Training Institutions, takes the user to information about DWD-DET's eligibility criteria, information requirements and application instructions.
WIOA Title I Program participants will still select training programs from the current ETPL/ITA website until December 1, 2019. As of December 2, 2019, WIOA Title I Program participants must select training programs from the new ETPL website. WIOA Title I Program participants who are enrolled in a training program from the current ETPL/ITA website before December 2, 2019, may continue to receive program funds towards that training, even if the training program is not included on the new ETPL website.
WIOA program participants that enroll in a new training program on or after December 2, 2019 must select the program from the new ETPL website. The ASSET Technical Bulletin issued on September 9, 2019, provides instructions to career planner for recording ITAs within ASSET.
The local WDBs must stop accepting ETPL applications under the current process on December 1, 2019. If a training institution is interested in applying to the ETPL between now and December 1, 2019, DWD-DET strongly encourages the institution to refrain from applying using the current process and, instead, submit its application through the new ETPL Provider Portal. Local WDBs are encouraged to share this message with institutions that contact them between now and December 1, 2019. Following that date, local WDBs should refer any training institutions interested in the ETPL to the Provider Portal.
