Subject: Announce Publication of Claims Handling Performance Indicators

The Wisconsin Worker’s Compensation Division will begin publishing insurers’ (including self-insured employers) claims handling performance indicators on March 8, 1999. There are nine measures including promptness of submitting first reports of injury. The 1998 year-end and 4th quarter performance indicators and 4th quarter claims detail for your firm are enclosed. Please review these and contact Lee Shorey at (608) 267-9407, or e-mail him at shorel@dwd.state.wi.us, by February 26th if you believe there are substantive factual errors.

We believe education is the best means of bringing about compliance with the law. It is in that spirit that we are publishing the performance indicators on our web site. Publication of these indicators has been reviewed with many insurers and representatives of self-insured employers. These indicators should help insurers identify possible claims handling performance problems.

In the future, our goal is to publish these indicators 30 days after the end of each calendar quarter. The web site will contain an explanation of each indicator and summary data. The indicators include only insurers with 85 or more Wisconsin claims over a three-year period. We will promote the availability of the performance indicators starting with the publication of the 1st quarter 1999 indicators.

Starting with the 1st quarter 1999 performance indicators, your detailed claims data will be published in a password-protected web site for insurance carriers and self-insured employers. You will be able to review your claims data prior to publication and submit corrections if necessary. Claim detail for each indicator will be accessible using previously issued logon Ids and passwords. Self-insured employers will receive logon Ids prior to Internet publication.
