Vocational Rehabilitation Counselor Eligibility Information

The Vocational Rehabilitation Counselor (VRC-IT) requires an active Wisconsin Professional Counselor Training License (PCTL) at the time of appointment. The Vocational Rehabilitation Counselor (VRC) requires an active Wisconsin Licensed Professional Counselor (LPC) at the time of appointment. Eligibility for licensure is determined by the Wisconsin Department of Safety & Professional Services (DSPS).

If you don't already hold an active PCTL or LPC in the State of Wisconsin, you must demonstrate that you are eligible for licensure to be considered for these positions.

  • To demonstrate eligibility, you must provide a Preliminary Application Reference (PAR) # with your application materials.
  • DSPS will issue a PAR# when you begin the DSPS application for licensure.
  • The DSPS application requires a fee. Be sure to understand the requirements for licensure before paying any fees.
  • After your DSPS application is submitted (requires payment of fee), others can view your status using the PAR#
  • We will use the PAR# to verify that you have submitted either the PCTL or LPC application and view the status of your application.
  • The application will require your educational institution to verify that you have completed a master's in professional counseling or equivalent. Learn more about the education requirements for licensure.
  • All documentation required by DSPS to verify education must be submitted AND your due diligence list must show that the educational review status is "Met"
  • View your due diligence list by logging into your LicensE account and clicking "Check Application Status." See LicensE Applicant User Guide and FAQ's for more information about the DSPS application process.
  • The PCTL application requires that you submit a Professional Counselor Post-Graduate Supervisor Approval Form (Form 2456) to obtain your license. You do not need to submit Form 2456 to be considered for these positions.
