YA Program Operational Procedures
Each local YA consortium must establish local operational procedures consistent with state guidelines for operating
a YA program.
Record Retention
- Student Files
- Retain local Student YA Application, Employer Application
(if separate), Curriculum Map or Plan of
Study, and Education/Training Agreement (ETA)
- Retain in a central location three years from completion of program
- Retain local Student YA Applications that were not accepted into the program
for one year in a central location
- Wisconsin Department of Workforce Development (DWD) retains copies of Student Registrations,
Skills Standards Checklists, and Occupational Certificates
- Program Files
- Retain financial records, supporting documents, and records pertinent to grant award for
three years from date of submission of final Expenditure Report
Grievance
Develop a locally written policy to ensure:
- Multiple levels of appeal including the YA Steering Committee
- Timely follow up of complaints
- A copy should be given to YA students, parents, employers, and school staff
YA Program Monitoring
- The statewide curriculum guidelines are being followed in the school-based and the work-based learning components of the program
- Meetings between workplace mentors and school representatives are taking place at least three times a year
- Students are meeting academic requirements for high school graduation
- Students are meeting the number of required work-based learning hours
- Students are learning the required skills in the work-based learning component
- Grievance procedures are being followed and grievances are being resolved according to the required timetable
*Note: Local policy may include additional requirements.
YA Program Reporting
- All YA students must be registered with DWD;
- All registered YA students receive a Certificate or are Terminated
- Fiscal and Enrollment reporting requirements are outlined in specific local grant agreements
YA Program Evaluation
Obtain and retain the following items for evaluation purposes:
- Roles and partners in local consortium
- Linkages with other local and state programs
- Marketing and Recruiting measures, particularly related to minorities and females
- Worksite and Classroom learning integration
- YA student demographics
- Program enrollment, completions, dropouts, withdrawals, job placement rates after YA program, etc.
- Employer program satisfaction
- Impact of YA program on local hiring practices
Local Operational Procedures:
Develop procedures to establish local YA program operation details for the following critical activities:
- Orienting new students and parents
- Developing communication links between schools, employers, parents, and YA students
- Establishing communication links between mentors and YA program instructors
- Designing support systems for YA students
- Assessing student progress
- Program requirements regarding attendance and performance. This policy must be made available to
all instructors, mentors, YA students and parents at the time of the enrollment.
