10.3.1 Overview

Effective date: August 2, 2018- September 22, 2019

The WIOA Title I-B Youth Program has two different eligibility statuses, in-school youth (ISY) and out-of-school youth (OSY). Each has its own eligibility criteria. Individuals' age and school status at the time of eligibility determination dictate whether individuals are ISY or OSY.1 Participants maintain the same ISY or OSY status until they are exited.2 Once in the program, participants may continue to receive services beyond the age of 21 if ISY and 24 if OSY.3

DWD-DET requires local WDBs and their service providers to:

  1. allow all interested individuals to apply for the WIOA Youth Program;
  2. accept applications from interested individuals without time delays or other requirements imposed by the local WDB or service provider;
  3. provide application forms that include all fields on the ASSET Manage Customer and Manage Program screens;

    and
  4. enter all applicants into ASSET even if they are determined to be ineligible for the program. ASSET entries must be completed within 10 business days of the date on the application form.

Note: DWD-DET requires eligibility determinations to be completed within 30 days from the Actual Service Open Date of the Eligibility Determination service in ASSET.
