  1. Call to Order: Mr. O'Malley convened the Health Care Provider Advisory Committee(HCPAC) meeting  at approximately 10:05 AM in accordance with Wisconsin’s open meeting law.  HCPAC members, Worker's Compensation staff and observers present at the meeting introduced themselves.

  2. Acceptance of  May 2, 2014 Meeting Minutes:  The members were given additional time to review these minutes and the approval of these minutes will be considered at the next meeting on October 17, 2014.

  3. Future Meeting Dates: The following dates are scheduled for future meetings: October 17, 2014; January 23, 2015 (with an alternate snow date of February 6, 2015); May 8, 2015; and August 14, 2015.

  4. Modification of Paper on Chronic Opiod Guidelines: Dr. Capodice and Dr. Vasudevan will make final revisions to the paper, "Chronic Opioid Clinical Management Guidelines" by Dr. Scott Hardin from Aurora Health Care. The revisions will include "chiropractic care" as an additional non-opioid therapy. The revisions will also include the five (5) "A"s and the four (4) "C"s as proposed by Dr. Vasudevan. Dr. Capodice and Dr. Vasudevan may also create a brochure for distribution that will include the same or similar information regarding opioid therapy. The revised paper and/or brochure will be put on the Department of Workforce Development (DWD) website pending approval by the HCPAC and the DWD.

  5. Revised Language for FCA/FCE Guidelines:  Previously, Ms. Seidl proposed a change to the functional capacity assessment/evaluation language in s. DWD 81.06(1)(k)4 of the Wisconsin Administrative Code to reflect the difference between functional capacity assessments and functional capacity evaluations. She prepared the final draft of the proposed change. This issue was held over until the next meeting attended by Ms. Seidl

  6. Review of Chapter DWD 81, Wis. Admin. Code: The HCPAC discussed the possibility of revising Chapter DWD 81 of the Wisconsin Administrative Code to incorporate prescription guidelines for opioids. At the next meeting, Mr. O'Malley will distribute guidelines for the use of medications from the states of Minnesota and New Mexico for the members to review and discuss.

    The members also discussed the inflated pricing of compounded medications. It was noted that it is not within the purview of the HCPAC to set medication prices but recommendations could be submitted to the Worker's Compensation Advisory Council (WCAC) on this issue. Dr. Capodice will draft a letter to WCAC to recommend limits on reimbursements for compounded medications.
  7. Unfinished Business: Dr. Capodice is working with the State Medical Society to provide training to physicians on causation determinations in the worker's compensation arena. The goal is to provide some training online that would not require the physician to log in as a member since not all doctors belong to the State Medical Society.

    In addition, the Department will continue its project to update Chapter DWD 80.32 of the Wisconsin Administrative Code. This section provides minimum PPD ratings for certain conditions and procedures. The project has recently been on hiatus due to the GEF1 fire. There were requests for additional permanent disability minimums to include carpal tunnel releases and rotator cuff repairs. Mr. O'Malley noted there must be a consensus among practitioners who treat and examine injured employees before any new permanent partial disability ratings can be presented to the WCAC for approval to include in the Wisconsin Administrative Code.

  8. Adjournment: The meeting was adjourned at  12:30 pm. The next meeting is scheduled to be held on October 17, 2014.
