MADISON – The Department of Workforce Development (DWD) today announced its new Division of Employment and Training (DET) Administrator, Michele Carter.
Prior to her DET role, Carter worked for the Wisconsin Department of Transportation (WisDOT) for 16 years. She oversaw the administration and strategic plan for civil rights implementation across an agency of 3,500 people, advancing outreach and educational programs and stakeholder engagement.
Notably, Carter also served 23 years of enlisted and commissioned military service in the Army Reserve and National Guard. She supervised a unit of 140 people and maintained training, readiness, and qualifications of combat support unit to successfully mobilize designated soldiers to backfill deploying Wisconsin units.
Carter has an extensive professional background in economic development initiatives that target disadvantaged businesses and individuals. While at WisDOT, her solution-driven leadership of the USDOT-regulated Disadvantaged Business Enterprise (DBE) and On-the-Job Training Support Services programs measurably impacted the diversity on WisDOT contracts that earned state and national recognition.
