DWD to Launch Enhanced UI Online Claim Inquiry System

Redesigned, expanded online inquiry system part of major, two-phased upgrade for UI claimants this fall

MADISON – As part of efforts to improve online service delivery of the state's Unemployment Insurance (UI) program, the Department of Workforce Development (DWD) next week will launch the first of two major upgrades to the state's online UI system for claimants this fall. Taken together, the changes will reflect the biggest overhaul to the system since it went live in 2008.

Starting Thursday, October, 9, those who view their UI information online can take advantage of added features, which include:

Currently, the customer is only able to access minimal information about their claim and account online, often requiring them to call a claims specialist to answer questions or resolve issues. The expanded online claim and account information will bring added convenience to our customers and allow our claims specialist to focus on the most complex cases.

"At the DWD, we are developing customized workforce solutions through a self-service model that helps unemployed workers get back to work quickly, starting from the point they file their first claim and carrying through until they get back to work through the assistance of our Wisconsin Job Service and workforce partners," DWD Secretary Reggie Newson said. "A state-of-the-art and nimble Unemployment Insurance online claims system that promotes self-service goes part and parcel with this commitment. We will be encouraging claimants to take advantage of the expanded online inquiry tools we are making available."

DWD's telephone-based filing system will continue to operate as normal for claimants who prefer to file by phone instead of through the Internet.

The enhanced Internet inquiry system will be the first of two UI "modernization" projects taking effect this fall. In November 2014, DWD will roll out a redesign of the system that receives initial UI claims. These two UI modernization projects began in late 2012 and are being completed by DWD staff.

Can only see the most recent payment.

Will display full payment history over multiple benefit years. Can select the time period for view and print.

No appeal information provided online.

Will display date of appeal request received and result of decision.

Can only see the current remaining UI account balance.

Will display summary of benefit amounts remaining and paid.

Notes claim is held due to a question of eligibility.

Will display issues related to the type of hold, along with claim status (pending, disqualified or suspended).

Cannot see data on overpayment or forfeitures.

Overpayment and forfeitures will be available to view including applicable deductions and remaining balance.

Claimants can only print a copy of the webpage showing the remaining balance.

Will offer print-ready, official summary of benefit monetary eligibility including weekly benefit rate, maximum benefits available, benefits paid and remaining balance.

Static display of information.

Well organized information based on most frequently asked questions.  Customized to the individual claimant. 

Cannot view if eligibility determinations have been issued.

View summary of determinations and effective date.

No quarterly wage date is available.

Quarterly wages that were used to establish the benefit year will be viewable.

Currently UI staff use mainframe screens to search for the employer by name only when the account number is not known.

Worker portal will have the ability for UI staff to search for employer accounts that can be used to complete a claim. Enhanced search criteria.

Online benefits calculator has limited functionality.

New weekly benefit calculator for partial wages will enter the claimant's weekly benefit rate automatically.  Can enter deductions, tax, and child support.  Calculates the 5% & 10% for tax deductions automatically.

UI claims specialists and other staff cannot view the information for a claimant's internet inquiry information.

Worker portal for UI employees to view the same information as claimants.
