The DVR Extension Process for Eligibility and IPE Development Guidance has been revised. Several updates have been made including:
- Information on timeframes for initiation of an extension request.
- How to request an extension with or without use of the Eligibility/OOS Assessment service.
- A list of what must be included in documentation of an extension request

Comprehensive Assessment & Initiation of Services. New guidance is in development related to rapid engagement and initiation of services under WIOA.
Why is this change being made?
The Legislative Audit Bureau recently finished a review of the DVR program. Among their recommendations was to "consistently determine an applicant's eligibility and complete a participants individualized plan for employment within the required time periods or approve extensions."
With the introduction of the Eligibility/OOS Assessment Service, a standardized procedure for requesting extensions has been developed to make sure that there is enough time to process the requests and document consumer and supervisory agreement in the IRIS case file.
All DVR processes and the provision of services to DVR consumers should align with the new policy.
The policy goes into effect on April 1 and should be applied to any consumer who has not yet had a completed Eligibility/OOS determination or IPE completed who will need an extension.
All DVR staff must review the updated policy and share the information with DVR consumers and other stakeholders as necessary.
