- Call to Order/Introductions:
Mr. Metcalf convened the
Worker’s Compensation Advisory Council (WCAC) meeting at approximately 10:05
a.m. in accordance with Wisconsin’s open meetings law.
WCAC members, staff and members of the audience introduced
Mr. Dave Anderson and Mr. BJ Dernbach:
Mr. Dave Anderson, DWD
Deputy Assistant Secretary, appeared at the meeting to introduce himself
to the Council. Mr. Anderson
expressed his appreciation to be able to attend the meeting and meet the
members of the Council. He has
been on the job at DWD for two weeks.
He worked for State of Wisconsin about 10 years ago.
For the last ten years he worked for the federal government.
Mr. BJ Dernbach, DWD Legislative Liaison, also appeared at the meeting
to introduce himself to the Council.
Mr. Dernbach was employed on the staff of Representative Knodl
for the last four years. He
previously served on the staff for Representative Hines. Mr. Dernbach
expressed his appreciation with working with the Department and is
looking forward to working with the Council in the future.
Approval of Minutes:
Ms. Bloomingdale moved to approve the minutes of
the December 3, 2013 meeting with one correction.
The correction is in the first line at the top of page 6 to delete
"increased" and substitute "indexed" to the first sentence. Mr. Beiriger seconded the motion. The minutes were unanimously approved as
- Correspondence: Mr. O'Malley reviewed the correspondence
received by the WCAC since the last meeting.
A letter dated December 26, 2013 was received from Dr. Richard A.
Victor, Executive Director of the Worker's Compensation Research
Institute, that contained an
analysis to quantify the likely impact on medical costs in Wisconsin of
a medical fee schedule set at group health payments plus 10%.
An e-mail message dated January 13, 2014 was received from Tracey
Schwalbe, General Counsel for the Labor and Industry Review Commission,
that requested the Council to approve language changes in the draft
"Agreed Upon Bill".
- Draft Agreed Bill Review:
There was a motion by Ms.
Bloomingdale, seconded by Mr. Beiriger for the Council to go in to closed
caucus. Labor and Management
representatives went in to closed caucus at approximately 10:20 a.m.
