Call to order. The meeting was called to order by the Chair, Mr. Wittry at 9:05 A.M. in conformance with Wisconsin’s open meeting law.
Open session
Introduction of new Council member. Ms. Christine McKinzie replaced
Ms. Hudson effective July 1, 2006. Ms. McKinzie is employed by self-insurer Kwik
Trip, and has extensive experience in safety, loss control, and administration
of regulatory compliance functions. The department and other Council members
welcomed Ms McKinzie to the Council.
Review and approval of the minutes of the previous meeting. Minutes of
the February 14, 2007 regular meeting were reviewed, and approved as written.
ManorCare appearance cancelled. Due to activity of the planned
acquisition requiring attention of company staff, they are unable to attend this
meeting. Based on previously submitted information, the Council agreed to
continue self-insurance privileges with a bond requirement of $1 million.
Closed session review reports of self-insured employers. In accordance
with s. 19.85(1)(f) the council convened in closed session to review financial,
loss experience, safety and other information of employers presently or
previously exempt from the duty to insure. Some of the companies’ specific
financial or other business information may be confidential and not subject to
public disclosure.
Open session
The Council returned to open session, and made the following recommendations:
Changes to specific excess insurance and/or security requirements.
Borden (nka Hexion Specialty Chemicals) – approved request to lower bond to
$500,000 from $1 million.
ConAgra Foods - approved request to increase excess retention from $1,500,000 to
$2,000,000.
Grede Foundries - denied request to reduced surety bond.
Mobil (nka ExxonMobil) – approved request to lower bond from $500,000 to
$100,000.
Richardson Industries – denied request to release bond, but agreed to reduce
from $500,000 to $250,000.
STI Holdings - approved request to increase excess retention from $350,000 to
$500,000.
Miscellaneous
Ms. Joswiak reported that the excess insurance market for utilities remains
stable, but that licensed excess coverage remains unavailable.
Mr. Tomsyck reported that work continues on the assessment refunding process for
AR Accessories Group and Evans Products.
Mr. Moreth gave an update of the previously discussed WCAC loggers committee.
Work continues on efforts to assist the industry, but the department still
opposes creation of group self-insurance.
The Council (with Ms. Neuman abstaining) voted to allow Stora Enso North America
Corp. to continue self-insurance through the planned acquisition by NewPage.
Mr. Moreth reported that one response was received to a letter requesting
nominations for appointment to the Council, in anticipation of the retirement of
Chairman Wittry. Mr. Keith Garrett, Director of Financial Management for
Dairyland Power Cooperative will be considered for the post.
Next meeting. Mr. Moreth will poll the members for acceptable dates in
early-2008, as applications or conditions warrant.
