Call to order. The meeting was called to order by the Chair, Mr. Wittry at 9:05 A.M. in conformance with Wisconsin’s open meeting law.
This emergency meeting of the Council was called due to the scheduling for public hearing of AB-686, pertaining to group self-insurance for loggers.
Ms. Neuman noted that this proposal doesn’t solve the supposed problem of high rates for loggers, but it does pose risk to the rest of the self-insurers should a group fail. There was also concern that, due to the way assessments are calculated, the brunt of the cost of administering group self-insurance would be borne by the individual self-insurers.
Mr. Wittry read a draft of a letter that he composed that would be sent to the Assembly Forestry Committee in opposition to the bill. The group discussed changes that would enhance the arguments. The group discussed the best way to deliver the Council’s opposition to the Forestry Committee. It was decided that Ms. Joswiak would appear before the Committee at its January 10, 2006 hearing to present the Council’s position, entering the letter into the record, as well as testifying. The Division will also enter its opposition in both written comments and as testimony.
