Definition of an Employer Service Provider (ESP)

An Employer Service Provider (ESP) or employer agent is any third party who prepares the quarterly contribution tax and/or wage report on behalf of an employer who is subject to Wisconsin's Unemployment Insurance (UI) law.

Employer Service Provider Requirement

All ESPs preparing reports for employers must file employer tax and wage reports using an electronic medium and format approved by the Department of Workforce Development (DWD). Tax and wage reports may be filed electronically only if an employer has a UI account number.

Where to Register and File a Tax & Wage Report

  1. You may use Online New Employer Registration to obtain a UI account number for an employer.
  2. ESPs have the ability to upload tax reports using Secure Hypertext Transfer Protocol (HTTPS), and upload both tax and wage reports using Secure File Transfer Protocol (FTPS).
