On February 17, 2009, the President signed Public Law 111-5, the American Recovery and Reinvestment Act of 2009. Section 2002 of Division B, Title II, Assistance for Unemployed Workers and Struggling Families Act, created a new Federal program, the Federal Additional Compensation (FAC) program.
FAC is a program that provides a $25 weekly supplement to the unemployment compensation payments effective the week beginning February 22, 2009. FAC is payable to individuals entitled to receive
Individuals are eligible for the $25 weekly payment if the entire payment for the week is withheld by the department to satisfy a prior overpayment or forfeiture.
FAC payments are taxable. If an individual has elected to have State and/or Federal taxes withheld from their UC payments they will also be withheld from the FAC payment.
FAC is payable to individuals who have a benefit year that starts in the week ending December 26, 2009 or earlier, and is payable through the week ending July 3, 2010.
Wisconsin started making the $25 weekly supplemental payments as of March 12, 2009 to all eligible claimants. We are continuing to work on programming to provide retroactive payments to eligible claimants to the start date of February 22, 2009.
