WORKFORCE TRAINING GRANTS FOR HIGH GROWTH AND EMERGING INDUSTRIES – Green Jobs

Description: The Department of Labor (DOL) announces the availability of approximately $150 million in grant funds for projects that provide training and placement services to provide pathways out of poverty and into employment within the energy efficiency and renewable energy industries.
Individual grants will range from:

  • $3 to $8 million for national grantees
  • $2 to $4 million for local grantees

Funding Mechanism: Grantees selected from two separate types of applicants will be funded through this solicitation: (1) national nonprofit entities with networks of local affiliates, coalition members, or other established partners; and (2) local entities.

Eligible Entities:
Private nonprofit organizations that have the following characteristics:
(a) they deliver services through networks of local affiliates, coalition members, or other established partners (such as a network of affiliated community or faith-based organizations); and
(b) their local affiliates, coalition members, or other established partners have the ability to provide services in 4 or more States.

Description: Projects will provide training and placement services in the energy efficiency and renewable energy industries for workers impacted by national energy and environmental policy, individuals in need of updated training related to the energy efficiency and renewable energy industries, and unemployed workers.

Funding Mechanism: $100 million is available to fund 20-30 projects nationwide. Eligible applicants are private nonprofit organizations that must apply under one of two categories: National labor-management organizations with local networks; or Statewide or local nonprofit partnerships. Individual grants will range from $2 to $5 million.

Description: Through this program, the Department of Labor encourages a strategic planning process that aligns the Governor’s overall workforce vision, State energy policies, and local and regional training activities that lead to employment in targeted industry sectors. This strategic planning process is an opportunity to develop a statewide energy sector strategy through a comprehensive partnership and development of a Sector Plan.

Funding Mechanism: $190 million in grant funds is available to State Workforce Investment Boards. Only one application is allowed per state. Individual grants will range from $2 – $6 million.

Description: Funding is available to collect, analyze, and disseminate labor market information, and to enhance the labor exchange infrastructure for careers within the energy efficiency and renewable energy industries.

Funding Mechanism: Each State Workforce Agency is encouraged to submit an application under this competitive program as either a single State or as a partner with a consortium of States.

Description: Funding is for projects that build the capacity of DOL-funded training programs to ensure that targeted groups are prepared to meet the needs of our country's expanding green industries. Specifically, this SGA supports capacity building for organizations to provide training for entry-level positions leading to career pathways and/or additional training in the energy efficiency and renewable energy industries.

Funding Mechanism: $5 million is available nationwide. Only active DOL-funded grantees (eligible grantees specified in the SGA) are eligible to apply. Individual grants will range from $50,000 - $100,000.

WORKFORCE TRAINING GRANTS FOR HIGH GROWTH

APPLICATIONS PERIOD CLOSED.

Description: Provides funding for worker training and placement in high growth and emerging industries. While a major portion of available funding is for research, labor exchange and job training projects that prepare individuals for careers in energy efficiency and renewable energy as defined in the Workforce Investment Act Energy Efficiency and Renewable Energy Worker Training Program [Section 171(e)(1)(B) of the Workforce Investment Act], other funding may also be available for projects that prepare workers for careers in the health care sector.

Funding Mechanism: $220 million is available nationwide. Individual grant awards will range from $2 - $5 million each.

Brownfields Job Training Grants

APPLICATIONS PERIOD CLOSED.

Description: Provides funding to eligible governmental entities and non-profit organizations to provide environmental job training projects that will promote job creation and economic development by facilitating the assessment, remediation, or preparation of brownfields sites. Eligible applicants must identify and propose to serve a community that currently receives, or has received, financial assistance (federal, state, or tribal) for brownfields assessment, revolving loan fund, cleanup, site-specific work carried out by state or tribal response programs, and/or targeted brownfields assessments performed directly by EPA.

ELECTRICITY DELIVERY AND ENERGY RELIABILITY -
Electricity and Energy Worker Training

APPLICATIONS DUE TO US DOE NOVEMBER 30, 2009

Description: Provides funds to support worker training related to electricity delivery and energy reliability activities that modernize the electric grid; enhance security and reliability of energy infrastructure; conduct energy storage research, development, demonstration, and deployment; and facilitate recovery from disruptions to the energy supply, and for implementation of programs authorized under title XIII of the Energy Independence and Security Act of 2007.
