The number of people of limited English proficiency in Wisconsin has seen an increase of 77% over the last decade. This population is growing at a rate much faster than the national average. The latest census figures count approximately 5.5% of Wisconsin's population as Limited English Proficient. The Bureau of Migrant, Refugee & Labor Services, on behalf of the State of Wisconsin, manages and monitors contracts for programs that are designed to assist this population to adjust to life in Wisconsin and achieve full self-sufficiency. We have accumulated documents and links to materials in various languages which may be helpful in that effort.
Some of the files below are provided in Microsoft Excel or Microsoft Word format. For those who do not have these programs, Microsoft provides a free Excel Viewer and a free MS Word Viewer for download. The free Adobe Viewer for pdf files is also available for download.
The federal government publishes a brochure entitled " Know Your Rights Beneficiary Brochure" which advises people of limited English proficiency of their rights with regard to receiving services from agencies that are funded by federal dollars. (Please note that eligibility for federal services may differ from eligibility for state programs in Wisconsin.) You may download this brochure in Arabic Cambodian Chinese Creole Hmong Korean Russian Spanish and Vietnamese. The Federal Citizen Information Center is a source for additional information in Spanish and other languages.
