The Targeted Assistance employment and training program is federally funded and is designed to provide employment services to help refugees obtain and retain employment. The Bureau of Migrant, Refugee, and Labor Services allocates funds to localities with large refugee populations and where demand for public assistance is high; and where specific needs exist for supplementation of currently available resources.
The objective of the employment and training program is to provide, through a process involving local planning and implementation, direct services to refugees to help this population reach economic self-sufficiency and reduced welfare dependency through job placements. Targeted assistance services, in the form of case management, may continue after a refugee has entered a job to help the refugee retain employment or move to a better job. Funds may not be used for long-term training programs, such as vocational training, that last for more than a year or educational programs that are not intended to lead to employment within a year. Services include vocational/job skills training, on-the-job training, day care services, and English language training.
Agencies under contract for the Orientation program must submit quarterly program reports and comply with other contract obligations.
