Migrant Law Enforcement :: Foreign Labor Certification :: Contact Us |
U.S. immigration law allows an alien to become a permanent resident of the United States based on a job offer, only if it can be shown that qualified U.S. workers (citizens, nationals, permanent resident aliens, temporary residents, refugees and those granted asylum) are not available and willing to perform that job.
Foreign Labor Certification (FLC) is the process employers must use to document that their hiring needs cannot be met by U.S. workers.
Only the United States Citizenship and Immigration Services (USCIS) has authority over immigration matters and an alien’s authority to work in the U.S. If you have immigration questions, please call 1-800-375-5283 or visit the United States Citizenship and Immigration Services website.
Please be aware that the effective date of the labor certification rule identified as PERM is March 28, 2005. All applications submitted on or after March 28, 2005 for permanent positions in Wisconsin must use the procedures published in the December 27, 2004 Federal Register and be sent to:
U.S. Department of Labor
Employment and Training Administration
