The Construction Wage Standards Section determines prevailing wage rates for most local governmental and state public works projects. A prevailing wage rate determination is commonly referred to as a "white sheet".

As of January 1, 2008, a prevailing wage rate determination is required when the total cost of an entire project is $45,000 or more and primarily one trade is required to complete the entire project or, $221,000 or more if more than one trade is required to complete the entire project. Effective January 1, 1997, this Department began determining the prevailing wage rates for all local governmental street projects which meet the above threshold requirements.
A copy of the applicable prevailing wage rate determination must normally be posted by the contracting agency in at least one conspicuous and easily accessible place on the site of a project. A local governmental unit may post this document at the place normally used to post public notices if there is no common site on a project. This document must remain posted during the entire time any worker is employed on a project and must be physically incorporated into all proposals, specifications, contracts and most subcontracts.
