Private Employment Agents

Section 105.01-16 Wisconsin Statutes requires the department to promulgate administrative rules, Chapter DWD 277 Wisconsin Administrative Code, to regulate and license applicant paid fee agents, to register employer-paid fee agents and to take enforcement action.

Additional Information on Licenses for Employment Firms

On May 1, 2007 ACT 197 will take effect. DWD has written administrative rules [contained in Chapter DWD 277 to implement the new law.  Act 197 requires private employment agencies who make "home care placements" to inform the home care worker and home care consumer in writing who will be employing the worker, who will be responsible for withholding employment taxes and who will be responsible for providing insurance for the worker.
