RMS Activity Codes

Code Activity Description
400 Screening and Intake Use this code for all time spent performing screening and intake activities in preparation for the start of initial case openings.
405 Eligibility Determination and Redetermination (Common Items) For activity related to multiple program applications and redeterminations, use this code to identify time spent on tasks that involve information shared between programs. Includes all activities associated with initial case openings. Also includes change of address and case closure or transfer. Shared information consists of data elements that are common to more than one program. This activity code is also used for eligibility determinations that are for a single program application or redetermination. The common data elements are:
  • Name;
  • Social Security Number;
  • Date of Birth;
  • Address, both residence and mailing;
  • Telephone number, both primary and secondary;
  • County of residence;
  • Demographic information – sex, race, language, nationality, citizenship, marital status, highest grade completed in school;
  • Disability indicator;
  • Resources;
  • Income; and
  • Private health insurance indicator.
Do not use code 405 for WHEAP crisis services. All crisis services activity should be coded to WHEAP 220/Activity 430, Crisis Services.
410 Case Services/Case Management/Processing (Payment Authorization) Use this code for establishing benefit levels, reviewing case records, preparation of calculation entries or computations, data entry for benefit purposes, cross matches, completing necessary forms and screens, and any policy research specific to a case. Benefits refer to cash assistance, FoodShare Wisconsin, medical assistance (EBD or LTC), child care, non-crisis energy assistance, and other services. This code includes a referral to child care, child support programs, and welfare-to-work, as appropriate. Use this code for activities related to burial/funeral payments.

WHEAP crisis eligibility case services/processing should be recorded under activity 430, crisis services.
415 Process Change in Benefits to a Case Includes changes or case reviews which may affect the level of assistance, including monthly report activities, which do not result from regularly scheduled review. Use this code for the change in benefits resulting from designation of a protective payee.
420 Benefits Issuance Includes activities related to Quest card (FS) issuance and replacement, W-2 checks, MA card issuance, child care provider payments, interim assistance payments, W-2 emergency payments, and other benefit payment issuance except for WHEAP, which should be recorded under activity code 410 for regular assistance and code 430 for crisis assistance.
425 Case Monitoring This activity should be used for activity related to case reviews, case monitoring, and case contacts not related to eligibility determination and redetermination.
430 Crisis Services This activity code is used with program code 220 WHEAP and relates to any activity performed in conjunction with provision of crisis assistance and services, including benefits issuance. This can include, but is not limited to, establishing eligibility for emergency electric bill payment assistance, emergency heating assistance, negotiations with contractors, conservation education, professional reading, manual review, program specific training, and arranging for seminars.
435 Outreach This activity code is used program codes if outreach services are being provided for the program. Includes, but is not limited to, preparing and distributing program materials, brochures, posters, public service announcements, applications and home visits or presentations at senior centers or other appropriate locations for distributing program information.
440 Arranging MA Transportation Use this code for arranging for client Medical Assistance transportation. This activity code can only be used with Wisconsin Medicaid (EBD/LTC), Badger Care Plus, and Family Care – MA.
445 Collections Use this code for activities related to the collection of overpayments, TPL (Third Party Liability) efforts, and estate recovery. This activity includes collections based on agency error or client non-fraudulent errors.
450 Fair Hearings Includes preparing and conducting fair hearings, fact finding, and/or administrative reviews.
455 Work Activities/Employment Related Services/Workfare Use this code for all activities related to arranging for employment related services, transportation to employment, conducting individual or group job search, providing orientation, career opportunity assessments, developing an employability plan, coordinating with other agencies, assignment of a participant in a trial job position, job counseling, job club and related case management. For FSET, this code is used for development, administration and offered or filled work slots.
460 Education Related Services/Slot Use this code for all activities related to providing education related services, including energy conservation information, job testing, job skills training, remedial education, vocational training classes, transportation to educational training, and other education related such as creating FSET slot.

WHEAP crisis education should be recorded under activity 430.
465 Basic Job Skills Development Use this code for activities related to basic job skills development for clients, including motivation training, developing employment goals, and evaluating work patterns, skills, and abilities.
470 Post-Employment Services Use this code for all activities related to post-employment training, including case management needed to support client job retention and establishment of employment goals and referral to educational training.
500 Fraud Prevention
(also known as Front End Verification/FEV)
Use this code for FEV activities performed after referral to CARES BVIT based upon the error prone profile through the return of the completed FEV case to the gatekeeper (referring entity).
505 Fraud Administration Use this code for all administrative activities not described as either investigation or prevention. This includes, but is not limited to, administrative activities such as collection of fraudulent CARES benefit overpayments, gatekeeping and Administrative Disqualification Hearings (ADH). Use activity code 445, collections, for non-fraudulent collections of benefit overpayments.
510 Fraud Investigation Use this code for investigative activities performed after referral of the case to the investigation service provider on CARES BVIT through the return of the completed case to the gatekeeper (referring entity).
520 Provider Certification Use this code for activities related to child care provider certification.
525 Professional Reading/ Manual Review Includes professional reading as required to maintain current job knowledge or to track relevant legal issues. Also includes reviewing program/policy manuals and program/policy updates as related to your area of responsibility.

WHEAP crisis professional reading/manual review should be recorded under activity 430, crisis services.
530 Program-Specific Training Includes preparation for the purpose of conducting or participating in staff training as well as the actual participation in or leading of program-specific training. This code includes travel to and from program-specific training.

WHEAP crisis-specific training should be recorded under activity 430, crisis services.
540 Other Activity, please specify Use this code if the activity being performed at the time of the random moment can not be identified to any other activity contained in the instructions. For example, if you are reading an e-mail that relates to a specific program, use the appropriate program code with this activity code. Please provide specific information on the activity in the comments section of the RMS webpage.

Not Specific Program or Case Related Activities

Code Activity Description
600 General Administrative Functions - Not Specific Program or Case Related Includes all other non-program and non-case related activity such as organizing desk, attending to general clerical matters, general agency office procedures, filling out time sheets, filling out leave forms, conducting or participating in non-program specific training sessions or meetings such as stress management, supervisory conferences on office administrative policies, employee grievance procedures, or other activities which are not program specific.
610 Lunch or Breaks Includes lunch time or scheduled break time.
620 Vacation, Sick Leave, etc. - LEAVE Use for approved leave, e.g., annual leave, sick leave, personal holiday, scheduled county holiday, etc.
630 Employee Sampled Outside of Normal Work Hours This code should be used when the RMS is for a time outside of your normal work hours.  For example:
  • sampled at 8:15 and you always start work at 8:30
  • you are using flex time (not working because you already had all your hours worked for the period and did not need to use any sort of leave time)
