NOTICE OF PUBLIC HEARING ON
WISCONSIN’S PLAN FOR SERVICES UNDER
THE CHILD CARE AND DEVELOPMENT FUND

The Wisconsin Department of Workforce Development, Division of Workforce Solutions, Child Care Section is holding a public hearing on the State Plan for use of federal Child Care and Development Funds (CCDF). The purpose of the hearing is to solicit comments from the public on the provision of child care services under the plan. The Child Care and Development Fund is a single, integrated child care fund under the Child Care and Development Block Grant Act, and replaces the former AFDC related child care. In Wisconsin the legislative process provides direction for the use of the Child Care and Development Fund. The Child Care Section administers the Child Care and Development Funds according to decisions made through the legislative process. The purpose of this public hearing is to solicit written or verbal comments on the information contained within the State Plan. This plan covers the period of October 1, 2003 through September 30, 2005. Under this plan, Wisconsin expects to receive $83.8 million of Child Care and Development Funds annually, and Wisconsin plans to transfer $201 million from the Temporary Assistance to Needy Families funding annually and plans to include $25 million State (General Purpose Revenue) funding annually for child care purposes. These funds are planned to be used to help low income families working or preparing for work pay for child care under Wisconsin Works (W-2). Funding is also used to provide quality improvement dollars to enhance the quality of child care programming and services including funding to pay for scholarships and support for child care workers, to pay for child care licensing staff, and to support child care resource and referral services.

A draft copy of the State Plan is available on the Child Care Section Web Page: http://www.dwd.state.wi.us/dws/programs/childcare/default.htm. Written comments on the plan may be submitted via email to kathy.mcgurk@dwd.state.wi.us or mailed to Katherine McGurk, Child Care Section, Division of Workforce Solutions, 201 E. Washington Avenue, Room G100, P.O. Box 7972, Madison, WI 53707-7972. All comments must be received no later than Friday, June 6, 2003. Written comments will receive equal consideration as testimony received at the hearing. At the hearing, reasonable accommodation, including the provision of information material in an alternative format, will be provided for qualified individuals with disabilities or who are non-English Speaking. Requests for reasonable accommodation should be made prior to May 21, 2003.
