DECEMBER UNEMPLOYMENT RATES ANNOUNCED

Madison - Wisconsin Department of Workforce Development (DWD) Secretary Roberta Gassman today announced that Wisconsin's unadjusted unemployment rate for December was estimated at 4.8 percent.

"Wisconsin's 4.8 percent unemployment rate in December marks the fourth consecutive month that the state's rate has been under 5 percent. Although an unemployment rate below 5 percent seems to indicate that we are experiencing recovery, we are not yet seeing the level of job creation that we would like to see." said Secretary Gassman.

The November unadjusted rate was 4.5 percent. In December 2002, the state's unadjusted rate was 5.3 percent. The national unadjusted unemployment rate was 5.4 percent for December 2003. The number of people reported as employed during December in Wisconsin was 2,922,600, which is down 12,800 from November, but up 76,700 from December of 2002.

Wisconsin ends 2003 with an average 2,780,450 jobs per month. The average for 2002 was 2,778,700. The slight growth that was estimated for 2003 reversed a two-year period of overall job losses for the state. In manufacturing, a very strong industrial sector for Wisconsin, job loss continued making 2003 the fourth straight year of decreases in manufacturing jobs. There were 515,500 jobs per month for 2003 compared to 528,675 for 2002, 560,258 per month in 2001, 594,133 per month in 2000 and 594,758 per month in 1999.

Construction employment was also down for the year, with about 115,600 jobs per month compared to 123,100 jobs per month in 2002. Transportation, warehousing and utilities and the government sector also reported less employment in December 2003 compared to December 2002. All other industries in the state saw some improvement over the year. The industry with the strongest growth was private education and health care. The industry grew by about 10,000 jobs over last year's totals. Trade and financial activities also saw substantial increases in employment for 2003 compared to 2002.

The seasonally adjusted unemployment rate for Wisconsin in December was 5.2 percent compared to 5.7 percent in December 2002 and 5.0 percent in November 2003. The national seasonally adjusted unemployment rate for December was 5.7 percent.
