The selected agencies include: YW Works for Region 4 and UMOS for Region 5 in Milwaukee County, Bayfield County Department of Human Services in Bayfield County, Workforce Connections, Inc., in Columbia County, Workforce Connections, Inc., in Jackson County, Forward Service Corporation in Langlade County, and Menominee County Health and Human Services Department in Menominee County. "We are very pleased to announce the selected agencies and fully expect each and every one to meet the expectations the department has for the administration of the W-2 program. Each of the agencies selected has previous experience in administering the program and that expertise is invaluable," said Secretary Reinert. The administration of the W-2 contract was up for competitive bid in each of the regions for a variety of reasons including: the current agency did not earn Right of First Selection (first rights to the contract if the agency's performance met the department’s standards); the current agency earned the Right of First Selection but chose not to administer the program in the next contract cycle; or the current agency earned the Right of First Selection but upon evaluation by the department the agency's proposed plan did not meet required standards. "In the case of Milwaukee County, the department’s highest priority is to ensure a smooth transition for W-2 participants in Regions 4 and 5, which were previously served by Employment Solutions Inc. Therefore, the department decided it was important to select agencies to operate the W-2 program in those regions, rather than pursue any other alternative, such as redrawing the existing regional boundaries. We believe filling those districts is the best way to accomplish that. It certainly does not prevent us from redrawing the boundaries and making other service delivery improvements in the future, and that is something that will continue to be discussed," said Reinert. YW Works was selected to operate the W-2 program in Region 4, in addition to Region 1 where it currently operates. Because Regions 1 and 4 essentially surround Region 3 operated by Opportunities Industrialization Center of Greater Milwaukee (OIC-GM), the department has asked YW Works to coordinate and build on the existing partnerships between the two agencies. "This process is all about finding agencies that can provide quality customer service, and it only makes good common sense to encourage partnerships across boundaries whenever possible. YW-Works and OIC-GM already work very closely together, and we're excited to see that strong partnership continue," said Reinert. The selected proposal for Region 5 is UMOS, which currently operates the W-2 program in Region 2. Geographic areas that were not open for competitive bid involved agencies that had earned Right of First Selection based on their performance in the 2001-2002 contract.
