W-2 caseload
declines in December

Madison, Wis. -- Linda Stewart, Secretary of the Department of Workforce Development, today released W-2 caseload data for December, 1998, with these comments:

"As the W-2 caseload continued to decline in December, it’s additional evidence that the investments we’ve been making in W-2 are paying off.

"People are finding jobs on their own or through our placement efforts, or in ways other than welfare programs, as they become self-sufficient. Helping people to be self-sufficient and able to live on their own with little or no governmental support has been a key goal of W-2 from the beginning.

"Meanwhile, others are making progress toward joining that group, and each month are seeing reasons why they can and should be hopeful it can happen for them.

"While we focus on these successes, we don’t forget there still are about 9,000 families in the state which continue to need the help of W-2 agencies. But we’re also seeing those numbers drop each month, as well."


W-2 PLACEMENT DATA: DECEMBER 1998

The total number of families participating in W-2 declined in the state in December, continuing trends recorded in recent months. Milwaukee County accounted for almost all of the drop. There also was a decrease in both areas in the number of families in both unsubsidized and subsidized activities. The total statewide caseload of 13,093 for the month was the lowest since W-2 began in September, 1997.

General Analysis:

 

Definitions:

Unsubsidized Activities: Employment and employment-related activities for which a W-2 agency provides no subsidy to the employer, including self-employment and entrepreneurship.
 

Trial Job: A W-2 subsidized employment position that provides work experience and training which may become permanent, unsubsidized employment. The W-2 subsidy is paid directly to the employer.
 

Community Service Job: A W-2 work-readiness practice placement designed to improve the employability of participants by providing work experience and training in the public and private sectors. These participants must serve a useful public purpose or be employed in a project whose cost is partially or wholly offset by revenue generated by such projects.
 

W-2 Transition: A W-2 work-readiness practice placement for individuals who are unable to perform independent, self-sustaining work, but who are able to participate in work practice or other developmental activities and training up to their abilities.

There is a two year lifetime limit for participation in any of the above subsidized W-2 programs, and a five-year lifetime limit on participation in any mix of the above.
