The Governor’s Work-Based Learning Board (GWBLB) 1999-2005

The GWBLB ceased operations on July 27, 2005 with programs and staff transferring to the Department of Workforce Development and the Wisconsin Technical College System

History:

The GWBLB was created in 1999 to administer a number of state and federal work-based learning programs for youth, including the state’s School-to-Work program. A primary goal of the GWBLB’s programs was to help students and teachers connect education and work. The federal School-to-Work and Tech Prep programs and the state Youth Apprenticeship program were the major initiatives of the GWBLB.

The Governor’s Work-Based Learning Board of Directors oversaw the operations of the agency. The 17 member Board was appointed by the Governor and the Legislature. The members included elected and appointed officials as well as representatives from business, labor, education and the public at large.

Program Descriptions and Future:

The Youth Apprenticeship program gives high school students work-based learning in 22 high skilled high wage occupational areas. Occupational areas include finance, health care, auto technician, agriculture and manufacturing. The Youth Apprenticeship program was transferred to the Department of Workforce Development, Division of Workforce Solutions.

The Tech Prep Program connects K-12 students, teachers, and counselors with post-secondary educational opportunities. The Tech Prep programs are funded through the federal Carl Perkins Vocational and Technical Education Act. The Tech Prep program was transferred to the Wisconsin Technical College System.
