CSAVR (Council of State Administrators of Vocational Rehabilitation)

This White Paper was shared with the CSAVR Subcommittee on Services for Deaf, Hard of Hearing and Deaf-Blind Persons at their recent March 31, 2003, meeting. It reflects the subcommittee's goal #4 which was:

Survey states to see where they are in development of Cooperative Agreements with Institutions of Higher Education. A white paper would be developed of identified issues, potential solutions, and best practices.

The White Paper explains some of the legal justifications behind the development of cooperative agreements between VR agencies and Institutions of Higher Education. Also discussed were a state-by-state (42 states) listing of who funds auxiliary aids. Legal/supporting documents were mentioned as justification for the language in various state cooperative agreements. Copies of 14 cooperative agreements (Part 1 & Part 2) between VR agencies and Institutions of Higher Education were also presented.
