IM/W2 RMS Overview

The DWD/DHS/DCF Income Maintenance/Wisconsin Works Random Moment Sample (IM/W2 RMS) is the method required by the federal government for determining how county economic support costs are distributed to benefiting programs.
Counties are grouped with other counties to form an RMS sampling group. A random moment sample set is generated for each sample group using the WINRMS 2000 software system. E-mail polling is used to sample county IM/W2 workers. Each county submits an IM/W2 RMS Employee Roster each quarter that identifies the employees that will be sampled. When sampled, the worker indicates what program and activity they are working on at the sampled moment.
The sampling results are compiled into statistics that are applied to IM/W2 Shared Costs to distribute to benefiting programs.
Counties submit cost reports monthly and include actual shared and direct costs
