IM/W2 RMS Overview
- The DWD/DHS/DCF Income Maintenance/Wisconsin Works Random Moment Sample (IM/W2 RMS) is the method required by the federal government for determining how county economic support costs are distributed to benefiting programs.
- Counties are grouped with other counties to form an RMS sampling group. A random moment sample set is generated for each sample group using the WINRMS 2000 software system. E-mail polling is used to sample county IM/W2 workers. Each county submits an IM/W2 RMS Employee Roster each quarter that identifies the employees that will be sampled. When sampled, the worker indicates what program and activity they are working on at the sampled moment.
- The sampling results are compiled into statistics that are applied to IM/W2 Shared Costs to distribute to benefiting programs.
- Counties submit cost reports monthly and include actual shared and direct costs
